Nessa entrevista exclusiva na segunda passagem pela capital baiana, Hart fala sobre o trabalho que vem desenvolvendo em relação à política mundial antidrogas (na visão dele “uma política enganadora”).
Quais são suas principais ideias sobre a política de drogas no mundo?
É uma pergunta ampla. Escrevi um livro inteiro sobre isso. As políticas de drogas são diferentes a depender de onde se está. No Brasil, o principal problema é que as pessoas estão sendo induzidas ao erro, enganadas, em relação às drogas na sociedade. Dizem à população que as drogas são um problema em si, quando as questões estão ligadas à própria estrutura social, discriminação racial, pobreza, falta de educação, falta de inclusão em certos grupos. O que há, essencialmente, é um apartheid. E culpam as drogas, por meio de campanhas contra o crack, como se o crack fosse o problema. O crack apareceu no Brasil por volta de 2005, a pobreza está desde sempre, assim como a violência e o crime. Atribuir essas questões à existência das drogas e dos traficantes é desonesto. Sugiro às pessoas, principalmente aquelas que estão sendo colocadas nas cadeias ou mortas pela polícia, que se levantem e digam: “Essa política antidrogas é besteira!”.
A respeito da defesa do sr. da legalização ou descriminalização das drogas nos EUA, o mesmo pode ser aplicado no Brasil?
Claro. Seja legalização ou descriminalização, o que quer que funcione na sociedade seria bom. Devemos perguntar quais questões queremos resolver: se estamos preocupados com traficantes, teremos que pensar sobre a legalização, pois tem a ver com o comércio. Por outro lado, traficantes não terão êxito se houver inclusão social. Até descobrimos como sermos mais inclusivos, sempre teremos problemas com o tráfico. Onde houver drogas e pessoas terá tráfico. Mas, enquanto pessoas não forem incluídas, haverá economia clandestina.
O sr. crê que o uso de drogas passa por um problema de saúde em vez de polícia?
Depende muito. Para a maioria das pessoas que usa drogas não se trata de um problema de saúde, embora possa se tornar. Pense, por exemplo, no uso do automóvel. Muita gente dirige de forma imprudente e acaba tendo problemas, se envolve em acidentes, o que acaba se tornando um problema de saúde. Mas a maioria da população usa o automóvel de maneira segura e tal uso não se configura um problema de saúde pública.
Quais diferenças o sr. percebe na política antidrogas nos EUA e Brasil?
Recentemente, escrevi um artigo mostrando como a política antidrogas dos EUA foi exportada para o Brasil. É uma política criada para subjugar a população negra. Como resultado, lá, um a cada três homens negros estão sujeitos a passar algum tempo na cadeia. É uma estatística terrível. O que contribuiu para isso foi uma política de combate ao tráfico, sobretudo de cocaína e crack, criada em 1986. Agora, estamos revendo essa política, uma vez que percebemos que está errada e inapropriada. O que está sendo feito no Brasil, nos dias de hoje, é basicamente a mesma coisa que adotamos nos anos 1980. Portanto, podemos esperar os mesmos resultados: pessoas negras, particularmente homens, enchem as prisões. Isso quando não são mortas pela polícia.
O sr. foi criado em uma comunidade pobre de Miami. Há alguma similaridade com nossas favelas?
Sim, financeiramente pobre, mas culturalmente rica, em amor, em pessoas brilhantes. Não tínhamos muitos recursos financeiros, mas tínhamos outros. Não é muito diferente das comunidades onde os negros daqui são criados. Eu fui criado como um pobre, não preciso ver como é aqui para saber. Vi a pobreza o tempo todo na minha vida. Nos Estados Unidos, as pessoas são pobres, porém seus lares não são tão desiguais. Há uma pobreza séria ocorrendo aqui.
Esse talvez seria um dos motivos pelos quais as pessoas enveredam pelo tráfico?
As pessoas sempre perseguem as necessidades básicas, não importa em qual sistema vivam. Elas precisam comer, morar, precisam do mínimo de respeito. Quando não se tem isso, elas vão buscar em outro lugar. De repente, vem alguém que oferece um ‘trabalho’ no tráfico ou qualquer outra atividade, e essa pessoa simplesmente pega.
Temos um dilema na Bahia: a maioria dos policiais é negra e educada para combater uma população predominantemente negra. Qual a percepção do sr. sobre essa realidade?
Essa pergunta tem uns componentes notáveis. A primeira coisa é que toda pessoa, de qualquer raça, tende a ser morta por um semelhante dela. Por todo o mundo, não é incomum. Quando falamos de negros, achamos que seria incomum, mas não é. Segundo, quando pensamos na polícia, é uma organização que simplesmente faz o que a estrutura de poder quer que ela faça. E a estrutura de poder, nesse caso, é branca. Não é como se a polícia daqui se comportasse de forma anormal. Eles sabem a quem obedecem. É simples. Por isso que estou tentando enfatizar que é um problema não haver lideranças negras aqui. Por que, se houvesse, realmente poderia se traçar um panorama sobre quais são os problemas da violência, de fato. Não é uma garantia de que teríamos um entendimento por completo, até por que nos Estados Unidos temos lideranças negras em inúmeros locais, mas eles são igualmente ignorantes. Eles não entendem o que está acontecendo, enquanto outros são conscientes. Dessa maneira, o fato de haver lideranças negras não é garantia de que tenham uma leitura do contexto. Mas, certamente, essa presença aumenta as possibilidades de compreensão desse quadro.

Salvador é a cidade com a maior população negra fora da África. Ainda assim, nunca tivemos um prefeito negro. Como o sr. vê isso?

Enquanto houver essa falta de inclusão, toda a conta vai ser creditada às drogas. Há um apartheid silencioso acontecendo aqui.
O sr. acredita que o Brasil, assim como ocorreu com Obama nos Estados Unidos, um dia terá um presidente negro?
Eu não sei se esse deva ser o objetivo primordial do Brasil, por agora. Não faço ideia. Até porque, se você me perguntasse se eu imaginaria que um dia haveria um presidente negro nos Estados Unidos, eu diria não. No final, estaria errado. Não sou muito bom nessas especulações. Penso que a população brasileira deveria se focar mais na igualdade, na inclusão dos cidadãos no mainstream (posição de destaque). Assegurar que deve haver mais negros com educação, moradia, empregos, na classe média. Penso que esse deva ser o foco.
Durante a estada do sr. no Brasi houve algum tipo de preconceito como um homem negro, sobretudo rastafári?
Não, porque eu não sou o típico negro comum, uma vez que ando pelas ruas e as pessoas meio que me reconhecem. Nós deveríamos andar pelas ruas e perguntar aos nativos daqui como eles se sentem. A visão deles é mais importante que a minha, porque eles vivem aqui todos os dias.
Então, o que realmente aconteceu no Hotel Tivoli, em São Paulo, na semana passada?
Nada. Absolutamente nada. Me disseram que um segurança vinha em minha direção para me barrar, mas eu não vi. Pessoalmente, eu não vi nada. As pessoas começaram a me pedir desculpas, sem motivo. Algum repórter falou com outra pessoa e vimos no que deu. No final, eu fiz um vídeo para explicar que não aconteceu nada. A notícia se espalhou como um vírus. Sabemos que há um ressentimento quanto à discriminação racial aqui. Eu acho que as pessoas se envergonharam por algo assim supostamente ter ocorrido comigo, por eu ser um estrangeiro.
