A Anced/Seção DCI – Associação Nacional dos Centros de Defesa dos Direitos da Criança e Adolescente participou, a pedido, nesta sexta-feira, 20, em Washington (EUA), da 154ª audiência Comissão Interamericana de Direitos Humanos da Organização dos Estados Americanos sobre o tema “Denúncias de assassinatos de jovens afrodescendentes no Brasil”.
“Esta denúncia à CIDH representa o compromisso da Anced em incidir, politicamente, nos sistemas globais e regionais de proteção aos direitos humanos, para que o estado brasileiro supere a visão de criminalização da adolescência negra e periférica e estabeleça como prioridade na agenda política e financeira a garantia do direito à vida destes 42 mil adolescentes que poderão ter suas vidas ceifadas até 2019”, destaca Mônica Brito, da coordenação colegiada da Anced e da coordenação do Cedeca Glória de Ivone (TO), que participará da audiência.
Em dezembro de 2014, Anced iniciou a campanha “Viver sem Nada, Morrer por Nada” contra o extermínio dos adolescentes. No informe apresentado à CIDH com o pedido de participação na audiência temática, a Anced ressaltou as violações no Brasil, destacando situações emblemáticas de Belém (PA) e Fortaleza (CE).
Para Denise Campos, membro da coordenação da Anced e da coordenação do Cedeca Maria dos Anjos (RO), que também participará da audiência, este momento será importante para dar visibilidade às violações de direitos humanos que vem acontecendo no Brasil contra adolescentes e jovens. “É preciso que o país reconheça a gravidade da situação, em relação as altas taxas de homicídios praticados em grande parte por agentes do Estado e responda pela inércia no tocante à violência no sistema socioeducativo”.
A Anced também peticionou à CIDH a participação da Ong Justiça Global e Quilombo X, do Movimento Reaja ou Será Morto, da Bahia.

Em muitos casos têm ficado evidente o envolvimento direto de policiais e/ou milícias compostas por policiais e ex-policiais. Em 2012, 56.000 pessoas foram assassinadas no Brasil. Destas, 30.000 eram jovens, entre 15 e 29 anos, e, desse total, 77% negros. A maioria dos homicídios é praticado por armas de fogo e menos de 8% dos casos chegam a ser julgados.
De acordo com dados anuais (Mapa da Violência 2014), dentro e fora de serviço, a Polícia brasileira matou 11.197 pessoas nos cinco anos antecedentes a 2013. A título de comparação, a Polícia dos Estados Unidos matou 11.090 pessoas nos últimos 30 anos.
