Estivemos em Brasília por três dias (17 a 19 de março). Foram dias bastante intensos e produtivos.
Assim que chegamos fomos direto para Ceilândia, cidade da periferia do Distrito Federal. Já chegamos conhecendo a história do lugar. A história de Ceilândia é interessante e merece ser contada. Com apenas nove anos de fundação, Brasília já tinha muitas pessoas sem lugar para morar e por isso, em 1969, foi realizado um seminário sobre problemas sociais. O governador na época era Hélio Prates da Silveira, que criou a Comissão de Erradicação de Favelas. E então foi criada a Campanha de Erradicação de Invasões – CEI. Secretário Otomar Lopes Cardoso deu à nova localidade o nome de Ceilândia, inspirado na sigla CEI e na palavra de origem norte-americana “landia”, que significa cidade. Então surgiu Ceilândia. É importante sabermos as histórias dos nossos bairros, cidades e estados.
Enfim.. chegamos em Ceilândia e já começamos nossas atividades com a galera do Jovem de Expressão. O Jovem de Expressão estimula a participação dos jovens em oficinas culturais e de comunicação comunitária, construídas com base no empreendedorismo. Vocês precisam conhecer os trabalhos que eles desenvolvem. São demais!

Em Brasília, também participamos do II Seminário da Rede Nacional de Atenção à Criança e ao Adolescente em Situação de Rua. Já não era na periferia do Distrito Federal, era no Lago Sul. Um choque de classes.
Dialogamos com o Ministério da Saúde, Ministério do Desenvolvimento Social e Combate à Fome, Secretaria de Direitos Humanos da Presidência da República e sociedade civil, colocando em pauta os subsídios para elaboração de uma Política Nacional de Atenção à Criança e ao Adolescentes em Situação de Rua.
Até o momento, a única pesquisa nacional da população em situação de rua foi feita pelo Ministério do Desenvolvimento, em 20017, onde foram percorridas 71 cidades do país. Entretanto, não há recorte para o público infanto-juvenil.
O site Rua Brasil traz alguns dados importantes para implementar essa política nacional. Entre os estados que lançaram dados acerca das crianças e adolescentes em situação de rua, o Ceará dispara com 33,66%. No geral, a maioria tem entre 01 e 13 anos (31%) , vão para as ruas pois tem seus vínculos familiares fragilizados (45,79%) e permanecem nas ruas pelo mesmo motivo (45,07%).
Sabemos que esta é uma temática que merece atenção, por isso Desabafo Social irá realizar, em Salvador, o Curso de Capacitação sobre Subsídios para Elaboração de Uma Política Nacional de Atenção à Criança e ao Adolescente em Situação de Rua. O curso será um momento de troca de experiências entre os atores do Sistema de Garantia de Direitos e Sociedade Civil. Haverá momentos de rodas de diálogos, bate-papo com convidados, leituras e pesquisas dinâmicas.
